    Alabama requires a qualifying absentee-voting reason. Review the official eligibility list before applying. The application by mail is due October 27; an in-person application is due October 29. Follow the ID, signature and witness/notary instructions. Hand-deliver by November 2, or ensure a mailed ballot arrives by noon on November 3. Military and overseas rules differ.

Amendment 1 · Lieutenant Governor vacancies and legislative compensation

Who votes: Eligible voters in Alabama.

Provides an election process for a Lieutenant Governor vacancy, authorizes the Legislature to set pay for that office and legislative officers, and requires legislative-officer approval of legislative travel spending.

YES: Adopts the vacancy-election, compensation and travel-approval provisions.

NO: Leaves these constitutional provisions unchanged.

Proposing an amendment to the Constitution of Alabama of 2022, to provide for the election of a Lieutenant Governor if the Office of Lieutenant Governor becomes vacant during the first two years of a term, to authorize the Legislature to set the salary of the Lieutenant Governor and officers of the Legislature, and to require any expenditure of legislative funds for travel to be approved by a legislative officer. Proposed by Act 2026-341.

Amendment 2 · Consolidating neighboring county school systems

Who votes: Eligible voters in Alabama.

Creates a process for neighboring county school boards to merge. It requires a published impact study and, if at least 25% of qualified voters in an affected school system protest, voter approval in each affected county and overall.

YES: Authorizes the consolidation process and its study, protest and voting requirements.

NO: Does not add this county-school consolidation process to the Constitution.

Proposing an amendment to the Constitution of Alabama of 2022, to provide a process for the creation of a consolidated county school system by merging two or more contiguous county boards of education; to require the State Board of Education to conduct an impact study on the potentia1 effects of the consolidation; to require publication of the impact study; to provide a procedure for protesting a proposed consolidation of two or more county school systems; and to require the State Board of Education to adopt rules. Proposed by Act 2026-378.

Amendment 3 · School policies on the Pledge and student-led prayer

Who votes: Eligible voters in Alabama.

Requires public K–12 school policies for a daily opportunity to recite the Pledge and for student-initiated, student-led prayer. Participation is voluntary, with opt-out rights.

YES: Adds these school-policy requirements and voluntary-participation protections.

NO: Leaves the Constitution without these new policy requirements.

Proposing an amendment to the Constitution of Alabama of 2022, to require local boards of education to adopt policies requiring each public K-12 school to recite The Pledge of Allegiance to the United States flag at the beginning of each school day; and to require local boards of education to adopt a policy authorizing student-initiated and student-led prayer. Proposed by Act 2026-379.

Requires public K–12 school policies for broadcasting or a school-approved performance of the first stanza of the national anthem at least once each week during school hours.

YES: Adds the weekly anthem policy requirement.

NO: Leaves the Constitution without this new requirement.
